When It comes to safety, both fixed and detachable are identical in the levels of safety that they offer. It's really all down to a matter of convenience and what you plan to use the towbar for.
If you plan on towing frequently, then a fixed towbar is probably best suited to you as it will be readily available all the time.
However, if you want a sleek design that can be removed when you're not using it, a detachable swan or flange towbar will be your best choice.
